Job Description:
This position reports to the Senior Director of Regulatory Affairs and provides support for COGA’s regulatory efforts to help create a stable and more predictable regulatory and legal environment for COGA’s members. The Air Quality and Data Policy Engineer will work with COGA’s membership and leadership to compile data, redline documents, presentations, comment letters, and data transfer/communications for all regulatory efforts. This position will lead industry technical discussions to develop strategic data and science-driven approaches to regulatory policy with an emphasis on air quality. This position will spearhead engagement with COGA’s multi-disciplinary membership and regulatory agency technical staff to ensure the protection of public health, safety, welfare, the environment, and wildlife. This person will also assist in data compilation, meeting notes, and agency and industry meeting preparation to assist in meaningful engagement in all meetings for both regulation development and industry regulatory compliance. This position will: • Be able to think strategically, navigate a wide variety of technical topics, and have excellent time management skills. • Have a heavy focus on air quality matters and data for the oil and gas industry, including state and federal air regulations for both Colorado Department of Public Health and Environment and the Colorado Oil and Gas Conservation Commission. • Assess internal and external stakeholders’ priorities, responsibility, and interests and use this information to; 1) be efficient in leading teams of subject matter experts and 2) communicate effectively and efficiently with internal and external stakeholders and government agencies on COGA’s regulatory approach. • Support COGA’s regulatory efforts by providing strategic guidance and research, assessing and synthesizing rules and policies, and engaging internal stakeholders, subject matter experts and outside consultants to support COGA’s rulemaking and compliance assistance strategies. • Draft and review various documents, such as regulatory reports and comment responses to regulatory/policy initiatives. • Compile and consolidate data and information into meaningful messaging. • Help ensure that existing and proposed laws or regulations impacting the oil and gas industry are necessary, science-based, and economically viable. • Cultivate relationships with state agencies, eNGOs and other relevant stakeholder groups. Proactively engage with same to influence regulatory policy and promote equitable administration and increased efficiency. • Review and comment on federal, state and local regulatory/policy initiates and develop and communicate strategic plans on policy issues. • Be extremely proficient in data management, processing, analysis, and graphical presentation. • Maintain awareness of state and federal regulatory developments as they relate to Colorado operations. • Attend and represent COGA in relevant state regulatory hearings and stakeholder meetings and communicate information to members. • Coordinate with regional and national trades (e.g., WEA, IPAA, API) on federal regulatory matters, as needed. • Develop and maintain relationships of credibility and trust with decision makers at all levels of government. Other Duties: • Serve as lead on special projects as assigned by the President and CEO. • Review and advise on COGA communications such as media statements, fact sheets, and other educational material. • Present to a variety of audiences on behalf of COGA.
Experience Required:
Qualifications: • Bachelor’s degree required, Environmental Science or Engineering discipline preferred. • Minimum of 2-3 years’ experience in the oil and gas industry or similar field. • Robust organizational, time management and communication skills. • Experience with regulatory agencies and knowledge of local, state, and federal policy that governs oil and gas operations in Colorado preferred. • Ability to work with diverse stakeholders and clearly communicate complex regulatory and/or policy issues. • Experience facilitating and leading meetings with members, external audiences, and others. • Be proficient in all Microsoft Office suites and applications. • Familiarity with trade association business model preferred. Compensation and benefits: The hiring range for the Air Quality and Data Policy Engineer will be $100,000 - $120,000 annually depending on qualifications, plus potential for annual bonus. Job Description:
The Colorado Oil & Gas Association (COGA) is seeking a Manager of Marketing and Communications who will report directly to the Vice President of Operations and direct COGA’s strategic communications efforts to help promote the development of Colorado’s oil and natural gas resources for the benefit of society. This person will be responsible for key communications activities, including media relations; content generation, including op-eds, media statements, and social media posts; digital and marketing efforts; branding, advertising; and other relevant reputation-building strategies. These strategies are designed to fulfill COGA’s mission of being the unified political and regulatory voice for the oil and gas industry in Colorado, and supporting our members through advocacy, partnerships, education, and stakeholder engagement. The position will work across disciplines at COGA to support staff’s various communications needs. Communications strategies: • Ensure that the benefits and contributions of the oil and gas industry to communities and the state are communicated credibly and effectively through various platforms. • Work with CEO and management team to set and implement communications strategy, includes leveraging communications tools (newsletters, website, social media, collateral, and fact sheets) for both membership engagement and external public relations messaging to consistently articulate COGA’s mission and vision. • Develop, implement, and evaluate an annual communications and media strategy that promotes the industry while also positioning COGA as an industry leader and as a strong, effective voice for industry. • Working with both internal and external teams, assist in the development of written materials such as fact sheets, briefing notes, speeches, publications and presentations on key energy issues or government actions that impact the oil and gas industry. • Coordinate all media requests with the President & CEO to ensure timely response, pitch stories, and ensure stories are correct in facts and tone. • Support COGA executives as industry thought leaders by placing bylined content, op-eds and other materials in key publications and websites. • Coordinate with other COGA staffers for association-branded communication efforts. • Maintain and update COGA’s Crisis Communications Plan, providing centralized contacts to assist members and facilitate effective industry response. • Serve as staff lead for COGA Communications Committee, leveraging the expertise and input of members for developing strategies and action plans for key initiatives. • Manage COGA’s online presence through diverse social media platforms and website. Help generate online content that engages new audiences and leads to measurable action and use appropriate analytics to measure success. • Maintain the COGA website, including job postings, requests, newsletter signups, and blog submissions. Marketing and Promotions: • Develop and implement program- and project-specific marketing plans. • Work with programs, events, membership, regulatory, and policy staff to draft copy for marketing materials. This includes the annual membership drive and sponsorship for key initiatives. • Generate content and send out bi-weekly COGA News newsletter. • Coordinate with graphic designers, print shops and other outside vendors for the creation of graphics, media, and marketing collateral. • Help produce annual Community Impact report. • Other duties as assigned.
Experience Required:
Qualifications and Core Competencies: • Bachelor’s degree and minimum 5 years of experience in communications, marketing, public relations and/or journalism. Knowledge or experience in public affairs or public policy preferred, but not required. • Excellent writing skills and proven accomplishments in a variety of mediums including publications, speeches, presentation, web and video. • Strong understanding of how to build reputation and promote messaging through effective marketing and communications. • Strong understanding in how to effectively work with the news media. • Strong attention to detail, and an ability to execute while working on multiple projects and priorities. • Ability to think strategically and proactively offer solutions. • Excellent team member; thrive in a collaborative environment. • Strong work ethic, self-starter, strong organizational skills. Required computer/technical skills: • Advanced computer skills and experience with Microsoft Office suite (required); • Familiarity with graphic design (Adobe Creative Suite a plus); • Familiarity with HTML and desktop publishing software; • Familiarity with Account Management Software, web design best practices for usability and implementation; • Skilled in web-based research.
